Dam safety emergencies present complex challenges that extend beyond structural integrity, including the lack of pre-desaster early warning infrastructure, breakdowns in communivation and information flow, limited access to power and energy, and critical issues related to clean water, sanitation, waste management and emergency coordination. Without proper pre-planning, these gaps can lead to severe consequences such as multiple casualties, operational paralysis, and substantial financial losses. As emergencies are inevitable, a structured and well coordinated response plan is essential.
The Dam Safety Emergency Respones Plan (ERP) is a comprehensive solution designed to assist dam owners in identifying, monitoring, responding to, and mitigate dam safety emergencies in a systematic and effective manner. The ERP integrates flood modelling and comunity based early warnig system to provide sufficient time for full evacuation during emergency situations, while clearly defining the role and responsibilities of dam personnel and strengthening coordination with local responder agencies. The solution enhances Disaster Risk Management (DRM) and Disaster Risk Reduction (DRR).
